China August wholesale cools, Cybercab has no AC charging, Japan tour

3 first-hand signals. (1) Demand in China looks to have peaked. August wholesale was 86,166 vehicles, up 3.57% year on year but down 7.92% month on month, breaking a run of 3 monthly gains, and Tesla is offering cash promotions on Model 3 and Model Y inventory (RMB 5,000 off the Model 3, RMB 10,000 off the Model Y).

On the operating side this leans negative. (2) Tesla has confirmed that the Cybercab drops the on-board charger (OBC) and does not support AC home charging, using only a hidden NACS port for DC fast charging. At the hardware level, that confirms the fleet-first business model and shuts the door on personal ownership. (3) The Cybercab leaves the US for the first time, with a static tour at 4 venues in Tokyo, Nagoya and Osaka from 11 Sep. It is overseas marketing warm-up, not passenger service.

Key evidence

  • Tesla China's August wholesale was 86,166 vehicles, up 3.57% year on year and down 7.92% month on month (against 93,579 in July), ending 3 straight months of month-on-month growth (CnEVPost, SCMP).
  • August was the 3rd-highest month of 2026, behind July and June (89,091). January to August cumulative volume was 647,694 vehicles, up 25.6% year on year.
  • The same day, Tesla launched a limited-time cash promotion on Shanghai-built Model 3 and Model Y inventory: RMB 5,000 (about $745) off the Model 3 and RMB 10,000 (about $1,485) off the Model Y, plus paint, insurance and financing benefits.
  • This echoes the sell-out of the entry-level Model 3 on 27 Aug, achieved by stretching delivery times. Now Tesla is cutting prices outright. Both moves point to giving up price rather than a genuine acceleration in demand.
  • Kyle Conner of Out of Spec tested and confirmed that the Cybercab has no on-board charger (OBC) and supports no AC charging at all, accepting only DC fast charging through a hidden NACS port.
  • Cross-checked by several outlets: Not a Tesla App, EVSHIFT and Electric Viking all confirm the design has no OBC.

  • Tesla is building dedicated charging and maintenance hubs for the Robotaxi fleet, with wireless charging planned later.
  • Dropping the OBC is a real cost saving. It continues the engineering theme of the Cybercab as 'the lightest and most efficient ever', in service of a price below $30,000 and Robotaxi unit economics.
  • But with no AC charging, an ordinary home wall charger cannot charge it. That closes off personal ownership at the hardware level and confirms the fleet-first approach.
  • Electrek asked the same day: if fleets can really be profitable, why would Tesla sell to third-party operators? (This echoes the Robotaxi interest form of 4 Sep.)
  • Tesla Japan has set up a Cybercab Japan Tour, with public displays at 4 venues in Tokyo, Osaka and Nagoya from 11 Sep, the first appearance outside the US (TeslaNorth).
  • Japan market: registrations in 2026 are at a record high, up 183% in July, a strengthening overseas market.

Catalysts to watch

Risks

  • The end of China's winning streak plus proactive promotions leans negative for operations, and ASP may come under pressure.
  • The fleet-first positioning of the Cybercab contradicts the asset-light narrative of 'selling to third parties to build fleets'.
  • Japan's autonomous driving rules do not yet allow vehicles with no steering wheel or pedals on the road, so a static display is very far from commercial operation.
  • The month-on-month drop in August was disturbed by the pace of exports, so one cannot say flatly that it is a collapse. September and the Q3 total need to be watched.
