Germany shifts on FSD, exports prop up China's September wholesale, Cybercab Texas registrations rise 150 in a day

Three parallel threads. (1) FSD regulation: on 7-8 Oct the German Federal Ministry of Transport went from opposing FSD to lobbying on Tesla's behalf for EU-wide approval.

That adds the heaviest supporter towards the threshold of 15 of 27 states at the October TCMV meeting, and moves the first link of Europe's regulatory premise for software monetisation forward by a notch. (2) China operations: CPCA data show the Shanghai plant's September wholesale of 95,366 vehicles was the highest of the year (up 5% year on year), but it was propped up entirely by exports of 30,529 (+58.3%). Domestic retail of 64,837 (-9.4%) fell year on year for a fourth straight month. Tesla cleared inventory through a RMB 7,000 final-payment discount on Model Y, a RMB 5,000 cut on Model 3 and a shift to exports, which is not a real recovery in demand. (3) Cybercab supply: Texas self-driving registrations rose by 150 in a single day on 8 Oct to 319 (the fleet, including 420 Model Ys, is 739). Tesla's official X account posted 'Floodgates are opening', third-party tracking in Austin recorded a record 868 sightings in a day, and waits for a ride fell to about 8 minutes. It is the first time the picture has moved a notch, from a registration push with quiet roads towards real operations improving.

Key evidence

  • On 7-8 Oct the German Federal Ministry of Transport publicly backed EU-wide approval of supervised FSD and called for faster approval.
  • Germany set three conditions: speed may exceed the limit by at most 10%, the driver remains fully liable, and Tesla agrees to rename the system Tesla Assisted Driving.
  • Germany also praised FSD's strong performance in urban traffic.
  • This follows the 25 Sep postponement of the EU-wide vote to December at the earliest (only 7 of 27 states in support) and the 27 Sep switch to bilateral talks country by country.
  • Germany is Europe's largest car market and had been a hard nut to crack (France also refused in July). It has now turned from a regulatory opponent into an active lobbyist.
  • CPCA: the Shanghai plant's wholesale in September was 95,366 vehicles (+5% YoY, the highest month of 2026).

  • Domestic retail was 64,837 vehicles (-9.4% YoY, the fourth straight month of year-on-year decline).
  • Exports were 30,529 vehicles (+58.3% YoY).
  • At the same time Tesla cleared inventory with a RMB 7,000 final-payment discount on Model Y and RMB 5,000 off across the Model 3 range.
  • Texas self-driving vehicle registrations added 150 Cybercabs in a single day on 8 Oct, taking the total from 169 to 319.
  • The full fleet is 739 vehicles (including 420 Model Ys).
  • Tesla's official X account posted 'Floodgates are opening' with a picture of 4 gold Cybercabs on the road.
  • Third-party tracking in Austin recorded a record of about 868 sightings in a single day, and the wait for a ride in the evening fell to about 8 minutes.
  • For comparison, crowd-sourced tracking on 23 Sep once showed only 8 vehicles actually running.

Catalysts to watch

  • The October TCMV meeting: 15 of 27 states must vote in favour to clear the threshold for EU-wide approval of supervised FSD
  • Q3 results on 21 Oct 2026: watch whether China ASP and gross margin are dragged down by promotions
  • The FSD v15 rollout this month
  • Whether Cybercab can unlock 24-hour night operation (it currently shuts at 23:00, and by Musk's account vision-only cannot see pets)

Risks

  • FSD: Germany's position is support with conditions, not a formal approval, and the rename and the 10% speed cap are compromises. EU-wide approval needs 15 of 27 states, and Germany alone does not clear the threshold. With the supervised version the driver remains fully liable, so it does not change purchase decisions.
  • China: wholesale of +5% is still a positive contribution to global quarterly deliveries, so volumes have not collapsed. Exports include disturbance from the Shanghai plant's global production schedule. But domestic retail at -9.4% is hard first-hand evidence on the demand and competition side.
  • Cybercab: the 319 is a count of registered VINs and does not mean they are running driverless passenger service, and the 868 is sightings, not paid rides. It remains confined to the Austin geofence and shuts at 11pm. Against Waymo's maturity across many cities, it is still at the start.
