NHS contract renewal structure now clear; Karp's sovereign AI argument

March 2027 is a renewal point for the NHS Federated Data Platform, not an active exit. If the government does nothing, the contract is not renewed, so the bar for renewal is, if anything, higher. Karp positions Palantir as the connecting layer between data and models, with sovereign deployment, but this is only the CEO's spoken argument, with no new contract data behind it.

Key evidence

  • The Lowdown (NHS policy outlet, 25 Oct): the NHS Federated Data Platform contract, capped at £330 million over 7 years, has an initial term to March 2027, which can be extended by 2 years, plus two options of 1 year each. Next March is a decision on whether to renew, not whether to exit.
  • If the government does nothing, the contract is not renewed, so the bar to renewal is higher than the bar to an active exit. On top of that come Burnham's call on 17 Oct to replace Palantir, and a freedom of information reply on 18 Oct showing that 16 NHS trusts do not use the platform.
  • A motion at the Labour conference calling for the contract to be cancelled was blocked, and Tom Watson is lobbying the government to renew next March. Political forces are pulling in both directions.
  • Karp in his conversation with Citi (video published by Palantir on 23 Oct, reported by CTech on 25 Oct): AI competition is over the whole technology stack, meaning chips, models, the layer connecting data and models, the application layer, and deployment infrastructure that does not hand over IP. The US leads China by about 6 months. Europe 'can only buy from one of the two, the US or China'.
  • Karp said Palantir is under 'strict security constraints' because of its roles in Ukraine and Israel.
  • No new insider filings (Form 4) have appeared on SEC EDGAR since 19 Oct.

Catalysts to watch

  • 2 Nov, after the close, Q3 results: net retention, net customer additions, the gap between revenue growth and headcount growth, stock-based compensation as a share of revenue, and remaining performance obligations (RPO)
  • Decision on renewing the NHS contract in March 2027
  • Progress on European sovereign AI contracts (risk of backlash in Switzerland and the UK)

Risks

  • The probability of NHS renewal has been cut: Burnham has publicly opposed it, 16 trusts do not use the platform, and government inaction means no renewal.
  • The £330 million is a cumulative cap over 7 years, so the annual revenue impact is small. The real damage would be to the UK healthcare showcase and to the credibility of the European sovereign AI pitch.
  • Karp's argument that Europe can only buy American is the very thing behind the backlash in Switzerland and the UK, and may count against expansion in Europe.
  • Karp's argument has no new contracts or data to support it. It is only the CEO talking.
