Nevada Robotaxi licence: Tesla asked for 5,000 vehicles and got 10, on a single corridor capped at 45mph; a token launch

On 14 Aug the Nevada licence approval was read as 'a substantive step in state-level expansion', a positive. The details in the regulatory filing now show it is a token proof of concept, not a commercial roll-out. In June Tesla applied for up to 5,000 vehicles in Clark County within a year;

on 27 Jul it was approved for only 10 fully autonomous vehicles, confined to one designated corridor on the Las Vegas Strip at no more than 45mph, and it is still unclear whether an in-car safety driver or remote monitoring is needed. Zoox already runs about 50 paid robotaxis commercially in the same city, so Tesla's scale is a fraction of that. This is a material negative revision to the earlier positive catalyst: Robotaxi expansion is still a slow, map-by-map crawl, and each approval comes with tighter regulatory constraints. Fundamentals (Q2 gross margin 16.3%, operating margin 1.4%, negative FCF) remain detached from the long-dated AI and Robotaxi optionality priced into a $342.27 share price, a $1.35 trillion market value and a forward P/E of 318x.

Key evidence

  • In June Tesla applied to Nevada for up to 5,000 Robotaxis in Clark County within a year (licence filing, disclosed by The Independent, Axios and Sawyer Merritt on 15-16 Aug)
  • The Autonomous Vehicle Network licence actually approved on 27 Jul allows only 10 fully autonomous vehicles. That is a cut from 5,000 to 10, and the regulatory filing gives no reason
  • Operations are confined to a single designated corridor (geofence) on the Las Vegas Strip, at no more than 45mph
  • It is still unclear whether an in-car safety driver or remote monitoring is required; the regulatory details have not been settled
  • By comparison, Zoox runs about 50 paid robotaxis commercially on the same Strip (noted on 14 Aug); Tesla's licensed fleet is a fraction of that
  • This fits the main thread: Robotaxi expansion is all 'pins on a map' incrementalism. Nevada was cut to 10 vehicles, Florida has only just given its backing, and California is still testing with safety drivers only, so utilisation per vehicle and scale remain far behind

  • Secondary noise: an FSD owner logged a record 25,000 consecutive miles without intervention, which Tesla turned into a 'gamified' leaderboard (InsideEVs, 16 Aug). Critics say encouraging drivers to let go is dangerous, reviving the debate over supervision and liability for L2 systems
  • It echoes a recent SF Chronicle report that drivers are watching the road less and less, adding more fuel to self-driving liability exposure
  • Price: TSLA closed at $342.27 on 14 Aug, a rebound of about 15% in 2 weeks from the August low of about $297. No trading over the weekend of 16 Aug; 17 Aug is pre-market, US Eastern time
  • Market value about $1.35 trillion; forward P/E about 318x
  • Fundamentals: Q2 gross margin 16.3%, operating margin 1.4%, FCF negative, still detached from a share price propped up by long-dated AI and Robotaxi optionality
  • Morgan Stanley's $415 target note ('must show hard evidence on Robotaxi and Optimus') is older news from before 15 Aug and is not repeated here

Catalysts to watch

  • Next steps on the Nevada licence: whether the 10-vehicle cap is raised, and the final requirements on safety drivers and remote monitoring
  • Actual start of commercial service on the Las Vegas Strip, and how its scale compares with Zoox
  • Licence progress in other states (California still testing with safety drivers only; Florida at the endorsement stage)
  • Escalation of the regulatory and liability debate over the gamified FSD no-intervention leaderboard
  • Q3 results: whether gross margin, operating margin and FCF stabilise

Risks

  • Robotaxi expansion is still token and incremental: 10 vehicles in one city cannot justify the AI and Robotaxi optionality priced into a $1.35 trillion market value
  • Each new city comes with tighter regulatory constraints (Nevada cut the requested scale by 97.8%; California still requires safety drivers), so the pace of expansion is far below Musk's narrative
  • The L2 supervision liability debate keeps building: FSD gamification and drivers disengaging could trigger tougher NHTSA oversight
  • Deteriorating fundamentals (negative Q2 FCF) are sharply at odds with a forward P/E of 318x
  • Rivals such as Zoox got to key cities first and have built mindshare as commercial operators, so Tesla's gap is widening
