Cybercab registrations against live fleet, no takers for FSD licensing, Fitch BBB investment-grade rating, Czech FSD approval

Sources (5)

The picture for Tesla on 23 Sep is mixed. There is a negative operational tell: Austin's driverless fleet fell to 8 against 69 Cybercab registrations. There is a soft software-monetisation signal: Musk confirms that no legacy OEM has taken up FSD licensing. There is a positive credit-side fundamental:

Fitch initiates at BBB investment grade, completing the trifecta. And there is an incremental regulatory drip: the Czech Republic approves FSD Supervised. The gap between registrations and the active fleet in Austin is the most watch-worthy contradiction.

Key evidence

  • Texas DMV: Cybercab registrations in the Austin area climbed to 69 on 22 Sep. The statewide Robotaxi total is 476, of which Cybercab was 67 earlier and 2 more were added later, bringing it to 69. This is per VIN verification by EV, NotaTeslaApp and TeslaOracle on 22 Sep.
  • Robotaxi Tracker (crowdsourced) shows that Austin's actual active driverless fleet fell back to only 8 vehicles over the past 7 days, roughly the level at the June launch (Electrek, 22 Sep).
  • This continues the 21 Aug data point: the fleet had shrunk from about 25 to about 17, and today's 8 is a new low.
  • Electrek quote: 'registration is a VIN in a database, not a car giving rides'
  • Musk confirmed on X that Tesla has been offering FSD licensing to legacy OEMs and that none have accepted (Benzinga, TipRanks, 22 Sep). Musk replied to Sawyer Merritt with the single word 'Exactly'.
  • Reported sticking point: liability allocation. Legacy OEMs want Tesla to indemnify crashes on licensed systems, and Musk calls the terms unworkable (Electrek). XPeng is also pitching self-driving to OEMs, with the same result of zero takers.

  • On 22 Sep Fitch initiated an issuer default rating of BBB (investment grade) with a stable outlook, completing the Moody's, S&P and Fitch investment-grade trifecta (TradingView, BigGo, 22 Sep).
  • The rating cites 2026 capex of more than $25 billion (more than 3x the 2025 figure of below about $9 billion), with the Cortex 2 supercomputer among the drivers. Q2 operating margin was about 1%, free cash flow was negative, and a cash burn of about $10 billion is expected in 2026.
  • On 21 Sep the Czech Ministry of Transport approved an over-the-air (OTA) push of FSD Supervised to Czech owners (BigGo, 22 Sep). This adds to the country-by-country track before the 6 Oct EU vote, alongside the Netherlands, Denmark, Belgium, Estonia, Lithuania and Slovenia.

Catalysts to watch

  • 6 Oct: EU-wide FSD vote (country-by-country approvals are accumulating ahead of it)
  • 2026 capex of more than $25 billion is driving a continued need for financing, and the investment-grade rating lowers the cost of debt
  • Any actual licensed-FSD deal with a named OEM would flip the software-monetisation narrative
  • Austin's real driverless fleet count against the registration count: watch whether the gap closes or widens

Risks

  • The surge in Cybercab registrations after the 3 Sep event contains an element of stage dressing, and the bull thesis that 'registrations mean fleet expansion' is directly falsified by live operations data
  • FSD licensing, the 'second leg' of software monetisation, has been confirmed by Musk himself to be yielding nothing. The liability standoff is structural, not just a matter of negotiation timing
  • Fitch flags 2026 capex of more than $25 billion (3x the prior year) in its rating rationale. An investment-grade rating is a credit endorsement, not an endorsement of growth or valuation
  • The core BEV business is still carried by the Model Y, and gross margin pressure is unchanged
  • Country-by-country EU FSD approvals have historically shown no observable local sales lift: regulatory wins are not demand wins
  • Robotaxi Tracker is crowdsourced, not official, and 8 is a '7-day active' count. Tesla can deploy registered cars at any time, but the gap of 69 against 8 is itself the item to watch
